Oceana is an international marine conservation organisation working to protect and restore the world’s oceans through science-based advocacy and policy reform.
In December 2025, Purpose Communications was appointed as Oceana’s strategic communications partner in Cyprus, at a significant moment for European marine policy. Cyprus was preparing to assume the Presidency of the Council of the European Union, while Cypriot Commissioner Costas Kadis held responsibility for Fisheries and Oceans.
Purpose developed an integrated communications strategy designed to strengthen Oceana’s presence in Cyprus, support its European advocacy priorities and establish the organisation as a credible voice in the national conversation on marine conservation, sustainable fisheries and ocean governance.
The objective extended beyond visibility. Every element of the strategy was designed to support informed public dialogue, strengthen stakeholder engagement and advance Oceana’s wider advocacy objectives.

Oceana brought significant international expertise, scientific authority and a strong European policy agenda, yet its profile in Cyprus remained limited. At the same time, marine conservation, fisheries policy and ocean governance were rarely discussed beyond specialist, scientific and institutional circles.
Purpose therefore faced a dual challenge: establish Oceana as a relevant and credible voice in Cyprus, while translating complex European policy into clear national narratives without weakening its scientific or political substance.
The strategy also needed to respond to a fast-moving policy environment, align with Oceana’s wider European objectives and make effective use of the limited communications opportunity created by Cyprus’s EU Presidency.

Purpose led the strategic development of Oceana’s seven-month communications program in Cyprus, beginning with a detailed analysis of the political, institutional, stakeholder and media landscape. This allowed us to identify the issues with the strongest national relevance, define the audiences Oceana needed to reach and determine the moments when political and public attention would be highest.
Based on these insights, Purpose designed the framework that guided the full campaign, establishing Oceana’s relevance in Cyprus, translating complex scientific and policy issues into clear communications, connecting European marine priorities with national interests and supporting consistent engagement with policymakers, media and institutional stakeholders.
The strategy anchored Oceana’s European advocacy agenda in issues of direct importance to Cyprus, including marine ecosystems, small-scale fisheries, island communities, coastal economies and the future of the Mediterranean.

Purpose translated the strategy into a seven-month bilingual communications roadmap aligned with key European and national policy developments, Cyprus Presidency milestones, research announcements and stakeholder engagement opportunities.
We defined the core narratives, priority audiences and role of each campaign element, ensuring that policy communications, public affairs, media activity, stakeholder engagement, strategic partnerships and events worked as one coordinated programme.
Acting as an extension of Oceana’s European communications and policy teams, Purpose advised multiple policy areas, adapted international priorities to the Cypriot context and provided ongoing strategic direction throughout the campaign. We maintained close engagement with relevant government departments and institutional stakeholders, while continuously monitoring political, policy and media developments. This allowed us to refine the program, respond to emerging issues and keep Oceana’s communications relevant as the public and policy agenda evolved.

The strategy provided Oceana with a clear and coordinated approach to building its presence in Cyprus during a significant European policy period and served as the foundation for all campaign activity.
Under Purpose’s strategic direction, Oceana strengthened its local relevance, communicated technical policy issues with greater clarity, connected European advocacy priorities with Cypriot interests and focused activity around the moments of greatest political and public importance. The strategy also translated complex European policy into accessible public dialogue, strengthening awareness of marine conservation and sustainable fisheries among media, institutional stakeholders and wider audiences.
The framework supported stronger stakeholder engagement, ensured consistency across communications activity and kept local execution aligned with Oceana’s wider European objectives. By combining policy understanding, strategic planning and detailed knowledge of the Cypriot environment, Purpose translated Oceana’s European advocacy agenda into a focused local program and helped establish the organisation as a clear, credible and relevant voice throughout Cyprus’s EU Presidency.
